TCI as part of the Global Coalition on Deinstitutionalization (GC-DI) welcomes the Global Charter on Care Reform for Children, which brings focus and attention to the crisis caused by the institutionalization of children, especially for children with disabilities.
This Charter highlights the harms of institutionalization and reaffirms existing international commitments under the UN Convention on the Rights of Persons with Disabilities (UN CRPD), which guarantees the right of children to live and grow up in a family, protected from discrimination on the basis of disability, either of the child or their parents. The Charter also emphasizes the essential role of persons with disabilities in shaping policies and programs that affect children’s lives and urges governments to invest in family-based care and meaningful inclusion. Ending institutionalization requires global commitment and investment in family-based care.
Every child deserves to grow up in a safe, inclusive environment, and no child should be left behind.
